The Value and Impact Measurement Programme (VAMP)
The SCONUL Performance Portal is the outcome of the VAMP project, which was commissioned by the Working Group on Performance Improvement (WGPI) in 2006.
Library managers were – and are - increasingly concerned with the impact of their services on learning, teaching and research. In 2005 a survey of the top concerns of SCONUL representatives noted the increasing need to review services and demonstrate the essential role of the library within the institution.
WGPI had an active role in providing tools and support for members undertaking performance measurement. However, a question arose as to whether the existing methods were sufficient to fully demonstrate value and impact. The Value and Impact Measurement Programme (VAMP) aimed to review the tools available and establish members’ understanding and use of value and impact measures in order to identify gaps and inform future work.
The programme was carried out in two phases, and overseen by a Subgroup comprising Maxine Melling (Liverpool John Moores), Philip Payne (Birkbeck), Rupert Wood (Reading) and Stephen Town (Cranfield), with the latter acting as the project manager.

The Performance Portal continues to develop, with new content added on a regular basis. It is overseen by a subgroup of the Working Group on Performance and Quality (WGPQ). The current subgroup members are:
